: ED FEB  18 hi! -2 45 PM PUBIIC  FMI'IOYMINI  Rr> .MI.MJS  HOARD STATE OF IOWA BEFORE THE PUBLIC EMPLOYMENT RELATIONS BOARD IN THE MATTER OF: (AFSCME) AMERICAN FEDERATION OF STATE, COUNTY  & MUNICIPAL EMPLOYEES, AFL-CIO, LOCAL NO. 888, COMPLAINANT AND CITY OF CLINTON, RESPONDENT CASE NOS. 838 & 839 RECOMMENDED DECISION AND ORDER Ronald Hoh, Hearing Officer.  Pursuant to Complaints filed under Section 11 of the Public Employment Relations Act, Chapter 20, the Code  (hereinafter referred to as the Act), and Chapter 3 of the Rules and Regulations of the Public Employment Relations Board  (hereinafter referred to as the Board),  a hearing was con- ducted before me on December  3, 1976, in Clinton, Iowa.  The Com- plaint  in Case No. 838 alleges that Respondent refused to bargain in good faith by rejecting  the tentative contract agreement after it had been ratified by the employee organization, in violation of Sections 10.1, 10.2(a),  10.2(e), and 10.2(f) of the Act.  The Com- plaint  in Case No. 839 alleges that Respondent made unilateral changes in the employees' pay and classification plan, without providing the certified employee organization with notice and oppor- tunity  for bargaining, in violation of Sections 10.1, 10.2(e) and 10.2(f) of the Act.  All parties had  full opportunity to present evidence and examine witnesses.  Upon consideration of the entire record, 1 make the following:
