*, • " STATE OF IOWA BEFORE THE PUBLIC EMPLOYMENT RELATIONS BOARD LOCAL UNION 2003, I.B.P.A.T., COMPLAINANT and LYON COUNTY, RESPONDENT CASE NO.  2013 RECOMMENDED DECISION AND ORDER James A.  McClimon, Hearing  Officer.  Pursuant  to  a prohibited  practice complaint filed  under  Section  11  of  the  Public  Employment  Relations  Act, Chapter 20, 1981  Code  of  Iowa  (hereinafter  referred  to  as  the  Act), and Chapter 3  of  the Public  Employment  Relations Board's Rules  and Regulations, a public  hearing  was  held  in  Rock  Rapids,  Iowa,  on  September  15,  1981. Appearing on  behalf  of  Local  Union  2003,  I.B.P.A.T.,  (hereinafter  referred to as the Union), was Dick Williams, Business Manager.  Appearing on behalf of Lyon County  (hereinafter  referred  to as the County), was Jim Lynch, Con- sultant. STATEMENT OF THE CASE The complaint  alleges  that  the  County  violated  Rule  6.4(20)  of  the Public Employment  Relations  Board's  Rules  and  Regulations  by  refusing  to reduce to  writing  and  implement  the  terms  of  a  negotiated  collective  bar- gaining agreement affecting the County's deputy sheriffs.
